VOICE Project

The VOICE Project

VOICE stands for Voting, Opportunities, Inclusion, and Civic Engagement. It is a European Erasmus+ project designed to strengthen democratic participation for individuals with cognitive disabilities. VOICE works by understanding what blocks participation, building accessible learning tools, and helping decision-makers create more inclusive systems.
Democracy is a fundamental right—but in practice, many people with cognitive disabilities face serious barriers to using their civic voice. In the EU, 800,000 citizens are explicitly denied the right to vote due to disability related legal restrictions. Beyond the law, barriers include inaccessible information, lack of tailored support, systemic misconceptions about capacity and interest, and external influence that can limit independent decision-making.

VOICE aims to create a Europe where every citizen can participate. The project’s purpose is to empower individuals to act as active citizens, equip professionals and educators with inclusive methods, and influence policy so accessibility and inclusion are built into democratic participation. In short: VOICE moves from insight to real, lasting impact.

The barriers go deeper than the law.

Inaccesible Information

Voting procedures and political information are complex and not designed for cognitive accessibility.

Lack of Tailored Support

Educators and caregivers often lack the specific tools and training to foster political literacy.

Systemic Misconseptions

A widespread assumption that individuals with cognitive disabilities lack the interest or capacity for political life.

External Influence

Family and support networks can be both enablers and obstacles, sometimes discouraging the independent decision-making.
